Basic Social Assistance
You can apply for the basic social assistance from Kela. Please find further information about the matter:

Supplementary and Preventive Social Assistance
You can apply for supplementary and preventive social assistance from the municipality in case you have special expenditure which is not covered by the basic social assistance. The application for supplementary and preventive social assistance cannot be treated without a valid decision for the basic social assistance. The needed attachments depend on the purpose of the social assistance. Kindly find out the needed attachments by asking from the customer service of the social services or from the information desk (in Finnish: Info-piste).
Online Application
You can make an online application for supplementary and preventive social assistance in the service Omapalvelu of the City of Turku. Please add all the necessary attachments to your online application. In case you have attachments on paper, please send them to the unit which processes your application immediately after having sent your application. You can follow up the processing of your application and the payments on the service Omapalvelu. You can choose Omapalvelu as your preferred method of communication. Please check out you contact information in order to be informed about the decisions, compensations and eventual requests for further clarification in electronic form.
You cannot submit attachments to a valid decision of the social assistance on the service Omapalvelu. You should send the invoices by mail to the unit that treats your application. When you submit attachments to a valid decision, you do not need to fill in a new online application for the basic social assistance. You cannot apply for the social assistance for another person by using your own bank identifiers or mobile ID.
