Holiday activities for persons with intellectual disabilities and severe disabilities are organised on the basis of the essential care needs arising from the guardians’ work or studies.

- The special family work service provides parents with means for responding to the challenges related to the child's or young person's intellectual disability in everyday life.
- A fixed-term service based on an individual service need assessment taking into account the family's overall situation.

The service voucher is not tied to a specific time and day of the week. Each client can use the voucher when they wish because they pay their own contribution themselves.
The decision to issue a service voucher for support for informal care is made by the office holder at the social and health administration on a per informal care recipient basis. The informal carer must be able to manage matters related to the service voucher such as agreeing on the specifics with the service provider.
Support for informal care refers to the financial compensation (care fee) and various services provided in order to support the care and other assistance that an elderly person or a person with a disability or illness receives in their home. These services are defined in a care and service plan drawn up for the care recipient.
The purpose of the disability services act is to promote the ability of a person with disabilities to live and act as an equal member of society with others, and to prevent and eliminate the disadvantages and obstacles caused by disability. (Act on Disability Services and Assistance, section 1). When planning services for children and young people, the services and support forms best suited for age-based growth and development are assessed.
Financial assistance for cars and car-related aids and devices is granted on a discretionary basis primarily to young people and people of working age with severe disabilities. It may also be granted for the everyday transport of a disabled child that uses an electric wheelchair.
Aids and devices for a car
A person with severe disabilities may apply for compensation for necessary modifications and/or additional devices and aids required by the disability. Financial assistance for a car or car-related aids and devices is granted on a discretionary basis primarily to young people and people of working age with severe disabilities but also to the everyday transport of a severely disabled child using an electric wheelchair.

Family care for persons with intellectual disabilities is organised either as short-term or long-term family care. Service in this case means 24-hour care in a private home.
A commission agreement is concluded with the family carer, which defines the content and duration of the care. The Welfare Division pays the fees and compensation for expenses for the carers in accordance with the agreement.

Housing services are provided to persons with an intellectual disability tailored to the person's individual needs. When assessing housing options, the person's need for help, care and guidance in daily life is taken into account.
Services can be provided in different housing units, group homes and residential care facilities, or as a service to one’s own home.
The disability services psychologist serves residents aged over 16 who need special services due to an intellectual disability.
The psychologist cooperates with other social and health care professionals.
Services include:
- preparation of rehabilitation and service plans in cooperation with other professionals in disability services
- networking
- supportive individual visits
- cognitive examinations
Day activities for persons with severely disabilities
Day activities for persons with severe disabilities are intended for those who are unable to participate in other work activities due to a very severe disability or illness. Day activities that support self-sufficiency can include cooking, exercise, conversation, camping, creative activities and the practice of social skills.
Essential housing-related services may include assistance with daily activities.
Services and support measures can be provided in different housing units, group homes and residential care facilities, or as a service to one’s own home. Most housing services are provided as a purchased service. The disability services provided by the city include three units that offer 24-hour house care:
Personal assistance is provided to a person with a severe disability who needs the assistance of another person in their daily activities:
- to work and study
- to participate in hobbies
- to participate in society, or
- to maintain social interactions.
You can apply for personal assistance at the city's services for the disabled. The social worker evaluates the way the service is implemented in cooperation with the client. Different practices can be combined.
A transport service covers an ordinary taxi or a disabled taxi.
You can apply for the transport service at the services for the disabled. The telephone service to book an appointment with a social workers is open Mon, Wed and Fri 9 a.m.–10 a.m.
The telephone service for service managers of transport services for persons over 70 years of age is open Mon – Fri 9 a.m. – 11 a.m. and Mon, Tue and Thu 1 p.m. – 2 p.m.
Applications concerning the services or measures of support of the Disability Services must be sent in writing. You should enclose a medical certificate from a health centre doctor and, if needed, other expert’s opinions and reports.
Applications concerning disability services must be sent beforehand, e.g. before commencing any alteration work in an apartment.
It is possible to call the social workers during the phone hour and book an appointment or a home visit. They can also give further information about the services and how to apply for them.

The services are intended for persons who, due to an intellectual disability, need special services.
Psychological and social checks and a basic health check are carried out as a part of the services for persons with intellectual disabilities. Based on the inspections carried out, an individual service and rehabilitation plan will be drawn up. Special services are needed when basic services are not sufficient.

Day activities are organized for the disabled, the elderly and persons suffering from memory disorders, as well as for intoxicant abusers and homeless persons.
The aim of the work and day activities is to organize meaningful work and activities for persons with mental disabilities and to consequently promote independent coping. If you wish to apply to an activity and day centre please contact the staff of Paletti. Adults and youth with disabilities may visit an activity centre 2–5 times per week on weekdays.
