The Cultural and Youth Committee is responsible for the tasks of a multi-member municipal body in accordance with the legislation on Recreation Services. The Cultural and Youth Committee is responsible for the development of services and promotes and supports activities by distributing grants to cultural and youth sector associations, organisations, youth action groups and grants to local artists in Turku.
The Cultural and Youth Committee consists of 13 members and an equal number of vice members chosen by the City Council for its operating period.
According to the Local Government Act (section 77) and the Waste Act (646/2011), the Southwest Finland Waste Management Committee acts as part of the Turku City organization as the regional waste management official in the following municipalities:

Turku Region Public Transport Committee is responsible of public transport in Turku, Kaarina, Lieto, Naantali, Raisio and Rusko according to the co-operation agreement accepted by these municipalities.
The task of the committee is to act as the common regional competent authority of public transport subordinate to the Turku City Council and the City Board.
The presenting official for the committee is the Public Transport Director Sirpa Korte. The secretary of the committee is Harri Lehtinen.
The City Council appoints the Audit Committee for the duration of the Council’s term of office. The Audit Committee organizes the auditing of the City Council’s administration and finances. The Audit Committee is statutory.
The Audit Committee of Turku comprises seven members. The persons nominated as Chair and Vice Chair of the committee must be members of the City Council.
The presenting official for the committee is Kari Koivuluhta. The secretary of the committee is Rami Aaltonen.
The Social and Healthcare Committee is responsible for the tasks designated for the multimember municipal organ stated in the social welfare and public health laws, with the exception of child daycare. The committee also sees to tasks designated to it by other laws and decrees. Additionally, the Social and Healthcare Committee acts as the municipal special care authority.
The tasks of the committee also include the conciliation of criminal and civil cases.
The Building and Permit Committee acts as the building control authority, as stated in the land use and building law, and organises the guidance, councelling and supervision of building in the Turku region. It also acts as the municipal supervising authority as stated in the law of maintenance and public sanitation of streets and some other common use areas.
The committee has 13 members and there is a personal alternate for each of them.
According to the election law, a municipality must appoint a Central Election Committee who organizes various elections. The Central Election Committee is chosen for each council term in the first meeting of a new council.
The Urban Environment Committee is responsible for planning the city's land use, transport and public areas, monitoring built environment and the condition of cultural and natural environment, managing the city's land property, building and maintaining roads and other public areas and builing premises, unless the tasks have been allocated to another organ or postholder.
The Urban Environment Committee has 13 members. There is a personal alternate member for each of them.
Tasks of the Education Division, which is subordinate to the Education Committee, include organizing and developing early childhood, basic, upper secondary and vocational upper secondary education, as well as general, adult and apprenticeship education. The Committee takes care of tasks stipulated to it by laws concerning daycare, child home care, private daycare, basic education, upper secondary education, vocational upper secondary education, vocational adult education and liberal adult education.
The Youth Committee makes decisions about grants for organizations and youth activity groups as well as about various youth facility and camp site fees among other things.
Turku’s Youth Committee consists of 13 adult members and an equal number of vice members chosen by the City Council.
The presenting official for the committee is Director of Recreation Division Minna Sartes. The secretary of the committee is Outi Kari-Granfors.
The sports institutions and services subordinate to the Sports Committee offer various possibilities and environments for sports and physical exercise. The Sports Committee supports sports clubs and organizations by providing grants.
The Sports Committee makes decisions about sport facility and service fees, exemptions, discounts and the general principles of facility booking among other things.
The Sports Committee consists of 13 members and an equal number of vice members chosen by the City Council for its operating period.
The service areas subordinate to the Cultural Committee offer versatile cultural services to residents and tourists. The committee develops cultural services as well as promotes and supports cultural activity by providing financial assistance and grants to associations and artists from Turku.
In addition, the Cultural Committee makes decisions about common matters concerning more than one service area or unit within the Division.
The Cultural Committee consists of 13 members and an equal number of vice members chosen by the City Council for its operating period.
